Job Purpose:
Assist Senior Manager to ensure the departmental functions are in line with the agreed policies and procedures of compliance department through performing period Quality Assurance (QA) measures and reporting. The responsibility also entails to improve the compliance culture through the execution of a comprehensive training plan on AML, KYC, CFT and related subjects.
Key Accountabilities
- Develop, implement and maintain group-wide annual Compliance Assurance and Monitoring Plan aligned with the risk assessments and regulatory priorities.
- Ensure the execution of compliance reviews and control testing in accordance with the approved plan, providing independent assurance on compliance with internal policies and regulatory requirements.
- Establish and maintain a comprehensive compliance assurance observation tracker, and ensure timely follow-up, escalation and resolution of identified gaps in coordination with relevant stakeholders.
- Prepare a Compliance training yearly plan for the process of educating employees on AML, KYC, CFT and related subjects. The responsibility also includes the review of Compliance training plan, at least on yearly basis, to ensure the training is executed with the right content to the right people at the right time.
- Address the open audit and CBUAE observations pertaining to Quality Assurance (QA), in order to timely conclude the identified issues.
- Coordinate and consolidate compliance periodic reports to Senior Management and Board Risk Committee.
- Keep informed about the improvements and developments in the compliance area and accordingly update the subordinates in order to improve the compliance quality throughout the organization.
Operational Risk Governance Framework Activities
- Assist the Departments under their responsibility in conducting the OR related activities such as development and monitoring of RCSAs and KRIs, conducting Control Testing, Loss reporting and any Business Continuity Management related activities.
- Provide relevant guidance and training to their respective Departments on the various risk management tools used in SIB guided by the relevant policies and procedures.
- Ensure the adherence by their respective areas to their various roles and responsibilities referred to in the OR framework and procedures.
Frameworks, Boundaries & Decision Making Authority
- The Quality Assurance and Reporting Unit within Compliance is responsible for enhancing the quality and effectiveness of compliance activities across the Bank and its subsidiaries, and for providing independent assurance that business units and control functions operate in line with approved policies, procedures, and applicable regulatory requirements.
- The scope of the Assistant Manager – QA & R includes identifying gaps and weaknesses across bank-wide compliance functions through risk-based internal assessments and quality assurance activities, and recommending appropriate corrective actions to strengthen compliance standards and control effectiveness. The role also encompasses the preparation of periodic management information reports and the coordination and execution of compliance training programs across the Bank and its subsidiaries.
- The Assistant Manager – QA & R is authorized to take decisions on QA & R-related matters in alignment with the Head of Compliance's directives, the Bank's governance framework, and overall compliance objectives.
Qualifications & Experience:
- Minimum Qualifications - Bachelor: Financial & Banking Science, Financial Management
- Minimum Experience -A minimum of 7 year experience in banking with at least two years in a similar capacity
- Computers/ Systems / Software Skills - MS Office - Expert
